SCOPE OF SERVICES <br /> <br /> Pfgiect Understanding <br /> <br /> The current master recreation and park plan for Cabarrus County was prepared over ten years <br /> ago. Since that time the County has experienced a tremendous growth in re~ideatial, commercial <br /> and industrial development. The County has become increasingly aware of the affects of a <br /> growing population from the demand for utility extensions, school buildings, and park and <br /> recreational faciflfics. <br /> <br /> It is the intention of Cabarrus County to develop a county master park and recreation plan which <br /> will assess the current and future recreation and p~rk needs over the next five, ten and fifteen <br /> years and how these needs will be met. The plan is to bo developed in oo-operation among the <br /> Cabarrus County Park and Recreation Advisory Commission, the Boards of Education for <br /> Cabarrus County and the City of Kannapelis and the Cabarrus County Board of Commission. <br /> <br />Prgject Approach <br /> <br />Woolpert Consultants will work closely with the Cabarrus County Parks and Recreation <br />Advisory Commission and the Parks and Recreation Department to perform the consulting <br />services associated with the formulation of thc Master Parks and Recreation Plan. The project <br />will be conducted with a Team Approach, with Woolpe~t Consultants acting as the Project <br />Manager, responsible for the organiT~tion of the project and directing other team members in <br />completing their individual tasks, Representatives from these three groups will be referred to <br />as the Project Team. The objective of the planning process will be to provide Cabaxrus County <br />with an accurate, usable plan to guide its actions and decisions concerning the use, improvement <br />and development of its park and recreation system, The planning proeess will em.~hasiz~ an <br />assessment of current and future recreational needs, improveme_qts in adminisWation and <br />operations and programmb~g of future facilities, <br /> <br />The proposed scope of work is based upon information provided by the Parks and Recreation <br />Department, conversations with Mr. Steve Little, and our considerable experienc~ directly <br />related to completing similar projects, <br /> <br />Our proposed scope of sendces is organized in fiv~' related components. The final master plan <br />document will be organized in this manner. <br /> <br /> 1, Master Plan Purpose Statement with Goals and Objeclives. <br /> 2, Evaluation of Current and Projected Factors Pertinent to Cabarrus County, <br /> 3, Analysis of Current Recreation Programs and Park Facilities, <br /> Dcvelopmeat of Recreation Staadards and Community Needs Assessment, <br /> 4, Ma~ler Plan Proposals and Recommendations, <br /> 5. Action Plan Implementation. <br /> <br />Our approach for performing thc work, description of services and proposed individual Project <br />Team member responsibilities for each component are as follows: <br /> <br /> "!
