Facilities which compost yard trash or yard trash and <br /> agricultural/silviculture waste will be reguired to apply for a solid waste <br /> permit if the facility processes more than 3.000 cubic yards of material <br /> per year. Solid waste permit regulations will be available to the public <br /> in the near future. Permit requirements for such a facility will have <br /> minimal requirements and will be permitted as "Yard Trash Composting <br /> Facilities." <br /> <br /> The permit application for yard trash composting will at a minimum <br /> contain the following information: <br /> <br /> 1) An aerial map showing significant features; <br /> 2) A site plan showing proposed areas for receiving, processing, <br /> production, curing, drainage control, access road, existing <br /> and proposed contours; <br /> 3) A written report which addresses anticipated type and source <br /> of waste, provisions to maintain a clean and orderly <br /> operation, designed capacity of the facility, composting <br /> process/system description, and any system monitoring <br /> required; <br /> 4) An operational plan addressing daily operations, equipment, <br /> personnel required, inspection methods, leachate control, <br /> proposed monitoring plan, and ultimate usage for final product <br /> along with a back-up disposal plan. <br /> <br /> * Solid waste landfills which designate a yard trash composting area <br />within their facility boundaries will not be required to apply for a <br />separate "Yard Trash Compost" permit. This designated area shall be shown <br />on the plans and addressed in the regular landfill permit application. <br /> <br />· Proposed regulations for yard ~rash composting will be reviewed by the <br />Commission for Health Services during the August 22nd meeting in the ground <br />floor hearing room of the Archdale Building in Raleigh. Proposed <br />regulations shall be published in the North Carolina Register on July 15, <br />1990 and open to public comment. <br /> <br /> A public meeting on these rules shall be held on July 30th, 10 a.m. at <br />Asheville-Buncombe Technical Community College in the Simpson Lecture Hall <br />located at 340 Victoria Road in Asheville.
