=DRAFT <br /> <br /> 15A NCAC 13B .0101 is proposed to be amended by adding new paragraphs <br /> 54 thru 67 as follows: <br /> <br /> .0101 DEFINITIONS <br /> The following definitions shall apply throughout this Subchapter: <br /> (54) "Agricultural Waste" means waste materials produced from <br /> the raising of plants and animals, including animal manures, <br /> bedding, plant stalks, hulls, leaves and vegetable matter, <br /> (55) "Compost" means decomposed, humus-like organic matter, free <br /> from odor produced through composting and suitable for us. <br /> as a soil conditioner with varying gutrient values. <br /> (56) "Composting Pad" means an impermeable surface such <br /> as clay, asphalt or concrete where composting activities <br /> take place. <br /> (57) "Compost Facility" means a site used to compost <br /> A facility may include materials processing and <br /> hauling equipment; structures to control drainage; and <br /> structures to collect and treat leachate; and storage areas <br /> for the incoming waste, the final products, and residual <br /> materials. <br /> (58) "Composttnq" means the controlled decomposition of orqanlc <br /> waste by naturally occurring bacteria, yielding a stable~ <br /> humus-like, sterile final product resulting in volum. <br /> reduction of'40 -75%. <br /> (59) "Curing" means the final state of compostinq, after the <br /> majority of the readily metabolized material has been <br /> decomposed, in which the compost material stabilizes and <br /> dries. <br /> (60) "Inorganic" means substances in which there are no <br /> carbon-to-carbon bondsi mineral matter. <br /> (61) "Organic Waste" means waste composed of materials which <br /> contain carbon-to-carbon bonds and are biodegradable. <br /> Includes paper, wood, food wastes and yard wastes. <br /> (62) "Pathogens" means organisms that are capable of producing <br /> infection or diseases, often found in waste materials. <br />· (63) "Silviculture Waste" means waste materials produced from th. <br /> care and cultivation of forest trees~ includin~ bark and <br /> woodchips. <br /> (64) "Stabilization" means the final decomposition <br /> and curing of compost so that it does not reheat when wetted <br /> nor give off odors. <br /> (65) "Windrow" means an elongated compost pile. <br /> (66) "Windrow Composting" means the composting of organic wastes <br /> in a series of elongated piles called windrows, which <br /> are turned periodically to aerate and mix the waste msterialq <br /> to.speed up decomposition and reduce odors. <br /> (67) "In-Vessel Compoating" means a process using mechanized <br /> equipment to compost wastes tn an enclosed area with <br /> controlled conditions for moisture and oxygen. <br /> <br /> <br />
