NPDES permit may be required prior to d~scharge of leachate <br /> to surface waters. <br />(4) Access and Security Requirements <br /> (a) The site shall be secured by means of gates, <br /> chains, berms, fences, or other security measures approved <br /> by the division, to prevent unauthorized entry. <br /> (b) An attendant shall be on duty at the site at all times <br /> while it is open to the public to ensure compliance with <br /> operational requirements. <br /> (c) The access road to the site shall be of all-weather <br /> construction and maintained in good condition. <br />(5) Sign Requirements <br /> (a) Signs shall provide information on owner, operator, <br /> contact person and number in case of emergency, and the <br /> hours during which the site is open for public use. <br /> (b) Traffic signs or markers shakl be provided as necessary to <br /> promote an orderly traffic pattern to and from the <br /> discharge area and to maintain efficient operating <br /> conditions. <br /> (c) Signs shall be posted stating that only yard trash can be <br /> received at the site. <br />(6) Safety Requirements <br /> (a) Open burning of solid waste shall be prohibited. <br /> (b) Equipment shall be provided to control accidental fires or <br /> arrangements shall be made with the local fire protection <br /> agency to immediately provide fire-fighting services when <br /> needed. <br /> (c) Space shall be provided between piles to allow access for <br /> vehicles, including fire equipment. <br />(7) Monitoring and Reporting Requirements <br /> (a) Monitoring (including groundwater, surface water, air, <br /> waste components, soil, or plant tissue analyses) may be <br /> required based on a case by case evaluation to insure <br /> protection of the enviror~ent. <br /> (b) An annual report must be submitted which includes the <br /> following information: <br /> (i) - Sources, type, quantity (by weight or volume) of <br /> waste received at the facility; <br /> (ii) The turning frequency (if applicable) and the timing <br /> and amount of water addition: <br /> (iii) Sampling of temperature duration and changes during <br /> compoeting; <br /> (iv) The quantity, by weight or volume, of compost <br /> produced; <br /> (v) The quantity, by weight or volume, of compost removed <br /> from the facility; <br /> (vi) A description of the end product and distribution or <br /> disposal. <br /> (c) The annual report shall contain a composite sample of the <br /> compost produced and shall be analyzed at intervals of <br /> every 20,000 tons of compost produced or every three <br /> months, whichever comes first, for the following <br /> parameters and units using the methods listed which are <br /> adopted by reference in accordance with G.S. 150B-14(c): <br /> <br /> <br />
