(b) A copy of the permit, engineering plans, and operational <br /> reports shall be kept on site at all times. <br /> (c) Facility shall be operated in a manner to control vectors. <br /> (d) FaCility shall not mix incoming waste with <br /> finished compost to prevent re-introduction of pathogens. <br /> (e) More than 75 ~ of the compost stored at the facility shall <br /> be used or sold for use within each year beginning the <br /> second year after the facility start-up. <br /> (f) The amount of compost stored at the facility shall not <br /> exceed the designed storage capacity.. <br /> (g) Yard trash, agricultural wastes or silviculture waste <br /> which shall not be made into compost shall be removed <br /> monthly. <br /> (h) Only yard trash and agricultural waste or silviculture <br /> waste may be accepted at the facility. <br /> (i) If solid waste other than yard trash, agricultural waste <br /> or silviculture waste is left at the facility, it shall be <br /> separated and stored in a manner that prevents vector <br /> problems and shall be removed within 7 days. <br /> (j) Particle size of larger trash items such as limbs, trees, <br /> and stumps shall be reduced to promote composting. <br /> (k) Yard trash must be removed from containers, unless the <br /> containers or bags or another material that has been <br /> approved by the section as biodegradable. <br /> (1) Compost must be aerated to maintain elevated temperatures <br /> and produce a pathogen free, sterile compost product. <br /> (m) Methods of composting, approved by the Division, which <br /> result in aerobic biochemical degradation of the organic <br /> material received shall be followed. <br /> (n) Windrow construction and turning frequency shall be <br /> sufficient to maintain aerobic conditions to produce a <br /> compost product in the desired time frame.' <br /> (o) The waste contains no domestic sewage, sewage sludge, <br /> septage, or municipal solid waste. <br /> (p) Compost shall receive final aeration upon completion of <br /> composting cycle to ensure stability before distribution. <br /> All areas for composting and storage of material shall <br /> be on an impervious base. <br /> (r)Odors shall be controlled and minimized. <br /> (s)The final material shall be turned at least once during <br /> a 12-month interval. <br /> (t) The resulting compost shall not reheat upon standing to <br /> greater than 20 degrees C above the ambient temperature <br /> shall have a moisture content between 35 and 60~. Three <br /> days after the pile has been formed, The interior <br /> temperature of the pile shall be measured two feet from <br /> the outside surface. <br />(2) Drainage Contro~ Requirements <br /> (a) Surface water shall be diverted from the operational area. <br /> (b) Windrows shall be constructed horizontal to slopes. <br /> (c) The site shall not impound water. <br />(3) Water Protection Reguirements <br /> Leachate shall be recirculated on piles to maintain moisture, <br /> contained on site or properl~ treated prior to discharge.
