(B) Provisions to maintain a clean and orderly operation: <br /> (i) Effective barrier to prevent unauthorized entry <br /> and dumping; <br /> (ii) Ali weather access road; <br /> (iii) Signs posted with name of owner, operator, <br /> contact person and number in case of emergency <br /> and hours of operation; <br /> (iv) Dust control measures; <br /> (v) Litter control measures; <br /> (vi) Eire protection and control measures; and <br /> (vii) Odor control measures and practices; <br /> (C) Designed capacity of the facility; <br /> (D) Composting time duration, time from initiation of <br /> the composting process to completion and <br /> distribution; <br /> (E) For windrow systems, the windrow construction, <br /> including width, length, and height; <br /> (F) Method of aeration, including turning frequency or <br /> mechanical aeration equipment and aeration capacity; <br /> (G) For in-vessel composting systems, a process flow <br /> diagram of the entlre process, including all major <br /> equipment and flow streams; <br /> (H) Personnel required and their responsibilities; <br /> (I) A description and an identification of the surface <br /> for the proposed site, area, and depth to seasonal <br /> high ground water; <br /> (J) A description of the composting pad; <br /> (K) A description of any monitoring that will occur <br /> involving the composting process or the site. <br /> (L) Sources of waste input. <br /> (4) An operational plan which contains the following: <br /> (A) Explanation of daily operation and maintenance; <br /> (B) Proposed equipment; <br /> (C) Person responsible for operation; <br /> (D) Control and inspection of incoming waste; <br /> (E) Method for measuring incoming waste or access to <br /> scales; <br /> (F) Vehicle control and unloading; <br /> (G) Method and sequence of processing the waste; <br /> (H) Leachate and run-off control measures; <br /> (I) Description of ultimate use for finished compost. <br /> (J) Plan for back-up system if poor quality product <br /> produced or change in market conditions develop. <br /> <br /> History Note: Statutory Authority G.
