December 1, 1990. <br /> <br /> .0903 APPLICATION REQUIREMENTS FOR YARD TRASH COMPOSTING FACILITIES <br /> (a) A permit for a yard trash composting facility is based upon a <br />particular stream of identified waste as set forth in .1302(1) and as <br />defined in .0101 of these Rules. Any substantial change in the <br />population or area to be served, or in the type, quantity or source <br />of waste shall require a new permit and operation plan. <br /> (b) Siting for a yard trash composting facility shall meet <br />standards as set forth in .0503 of this rule, except for .0503 <br />(1)(c), (d) and (2)(d)(ii) and the following : <br /> (1) 50-foot minimqm buffer between property lines and compost <br /> pad or storage area; <br /> (2) 500-foot minimum buffer between compost pad or storage <br /> area and residences or dwellings; <br /> (3) 200-foot minimum buffer between streams and rivers and <br /> compost pad or storage area; and <br /> (4) 25-foot minimum distance between compost areas and swales <br /> of berms; <br /> (5) Compost pad and storage area shall not be allowed in <br /> designated "buffer area" for sanitary landfill; <br /> (6) Bottom elevation of compost pad and storage areas shall be <br /> a minimum of two feet above seasonal ground water. <br /> elevation. <br />Alternative buffers for an enclosed facility may be approved on a <br />case by case basis. <br /> (c) The following information shall be required for reviewing an <br /> application for a yard trash composting facility: <br /> (1) An aerial photograph or map on a scale of at least 1" <br /> equals 400 ft. accurately showing the area within one mile <br /> of the proposed site's boundaries with the following <br /> specifically identified: <br /> (A) Entire property owned or leased by the person <br /> proposing the facility; <br /> (B)Land useand zoning; <br /> (C) Location of all homes, industrial buildings, public <br /> or private utilities, and roads; <br /> (D) Location of wells, watercourses, dry runs, and other <br /> applicable details regarding the general topography. <br /> (2) A site plan on a scale of at least 1" equals 200 feet <br /> showing proposed areas for: <br /> (A) Receiving; <br /> (B) Processing/staging; <br /> (C) Production; <br /> (D) Curing and storage; <br /> (E) Fencing; <br /> (F) Description of drainage characteristics identifying <br /> both site run-on and run-off, ditches, and run-off <br /> controls; <br /> (G)Access road; <br /> (H)Existing/Proposed contours. <br /> (3) A written report that contains the following: <br /> (A) Anticipated type, source, and composition of waste to <br /> be received; <br /> <br /> <br />
