McNair, COG Attorney <br /> <br /> RE: Revised and Restated Charter of Centralina <br /> Council of Governments - September, 1990 <br /> <br /> Dear Ladies and Gentlemen: <br /> <br /> At the meeting of the Centralina Council of Governments on Wednesday. <br /> September 12. 1990, the Council recommended that the enclosed Amendment of the <br /> Council's Charter be submitted to the member governmental units for their adoption. This <br /> recommendation was approved unanimously by the member delegates and, hopefully, each <br /> of you will fir. d it appropriate. <br /> <br /> The effect of the change is to permit the Council to use current popu]atiun estimates <br /> (now used by many agencies in allocating funds) from year to year in establishing its <br /> budget and dues structure, rather than use the decennial census figures as they get more <br /> out of date. <br /> <br /> Please place the "ratification of the COG Charter" on the agenda of your Board as <br /> soon as is practical. If your Board approves, the certification at the end should be <br /> completed by you or the Clerk to the Board. Should you need a COG representative to <br /> meet with your Board to discuss this, please call Hilda Threatt at the COG office. <br /> <br /> In my Judgment, there is no major substantive or philosophical change in the Charter <br /> as it now stands.
