CENTRALINA POPULATION ESTIPI.~TE RESOLUTION <br /> <br /> ~RFAS, the Charter of the Council provides that the operating expenses <br /> of the Council shall he paid from funds contributed to the Council by its <br /> member goverm~ents; and <br /> <br /> ~It~REAS, the annual contribution of all members is based upon the duly <br /> adopted budget and assessed to each member on the basis of relative population <br /> vtthin the boundary of each member; and <br /> <br /> ~H~REAS, the Charter of the Council provides for the measurement of <br /> population in each Jurisdiction is to be "based upon the most recent U. S. <br /> Government census"'; and the Council has heretofore used the ten year census <br />· figures; and <br /> <br /> ~REAS, the population of the area vithin the Centralina region has <br /> increased rapidly in recent years, necessitatin~ more current population <br /> figures to avoid inequities in the assessment of dues for Council members; and <br /> <br /> b'HEREAS, the United States Bureau of the Census and the North Carolina <br /> Office of State Budget and l~ansgement Jointly prepare state and county <br /> population estimates usually on an annual basis, and the North Carolina Office <br /> of State Budget and Nanagement prepares municipal populati~n estimates at the <br /> same time; and <br /> <br /> ~REAS, the Council believes the use of :the aforesaid population <br /> estimates rill more fairly and accurately reflect the actual year-to-year <br /> populations of the member governments for dues assessment purposes; nov, <br /> therefore, the Council does by these presents recommend to the member <br /> governments the folloving resolution, to vit: <br /> <br /> RESOLVED that the Charter of the Council be and it is hereby amended <br /> by revriting Paragraph A of Item IX of the Charter Resolution (as <br /> revised 3uly, 1989), to read: <br /> <br /> "The general operatin~ expenses of the Council shall be paid from <br /> funds paid to the Council by each member governmental unit. The <br /> annual contribution of each member goven~ental unit shall be based <br /> upon the duly adopted budget for such year and shall be assessed on <br /> the basis of the population for each member. For the purpose of <br /> determining the current population of each governmental unit, the <br /> Council shall use either (1) the ~gpvlation Estimates for North <br /> Caloli~a Municioalities an~ Countie~ prepared by the United States <br /> Bureau of the Census and the North Carolina Office of Stere Budget <br /> and /tanagement and published from time to time or (2) the official 10 <br /> year census figures. The current population estimates are the most <br /> recent estimates available using either (1) or (2) above~ on the date <br /> the annual dues for member &overnments is determined by the Council." <br /> <br /> <br />
