7. ~E~EAS, on February 27, 1989, the Hoard, upon motion, <br />moved to employ Talbert, Cox & Associates, Inc. (now Espey Huston <br />Company by merger, but hereinafter referred to as "Espey <br />Huston"), one of the five Original respondents to the County <br />Manager's June, 1985, invitation for airport study proposals, and <br />a firm which had conducted an airport feasibility study <br />authorized by the ~sard in 1979, to conduct an update of the <br />Environmental Impact Report being prepared for the proposed <br />County airport by Wilbur Smith and Associates in order to assist <br />in addressing and curing concerns with regard to some aspects of <br />the Report and to insure that the Report was as accurate and <br />complete as possible; <br /> <br /> 8. WHEREAS, on July 13, 1989, the Board, upon motion, <br />ratified its prior selection of the Poplar Tent site but <br />authorized the rotation of the runway on the site by <br />approximately seven degrees, and further requested the Federal <br />Aviation Administration to proceed with processing the <br />Environmental Assessment for the proposed airport with Espey <br />Huston, to provide any updates to the Environmental Assessment <br />that may be required due to the rotation of the runway. <br /> <br /> 9. WHEREAS, the refinement of studies or design for the <br />proposed airport has entailed increasing requirements for studies <br />of economic and enwironmen%al feasibility, and compliance with <br />technical construction and operational guidelines of North <br />Carolina and federal aviation authorities; and W~EREAS, the firm <br />of Espey Huston has proved competent both to undertake directly <br /> <br /> <br />
