W~EREAS, all appropriations, obligations and <br /> disbursements for airport studies or associated preliminary <br /> designs conducted by'.'%he firms of Wilbur Smith & Associates and <br /> Eapey Huston, or conducted by Cabarrus County upon the advice of <br /> or with the assistance of those firms, have complied fully with <br /> the aviation provisions of Chapter 63 of the General Statutes, <br /> and with the budgetary accounting for appropriations provisions <br /> of Section 159-28 of the General Statutes; <br /> <br /> 11.
