Monitoring Summary <br />Page 3 <br /> <br /> Concern: At the time of the visit, the County was not obtaining <br /> contractor identification or Social Security numbers from its <br /> contractors. <br /> <br /> Required Action: The County is required to secure identification <br /> Social numbers from all contractors. The must <br /> Security <br /> County <br /> or <br /> provide an assurance that it will collect the above numbers for <br /> all contracts executed to date and for all future contracts. <br /> <br />Financial Manaqement <br /> <br /> Financial records and procedures were reviewed. The County's Fiscal <br />Officer is respansible for financial management. All CDBG bills come to the <br />project administrator for his approval and coding. He then sends the bills to <br />the County's Planning Director for his approval indicating that work or <br />services have been completed before payment. The bills are then sent to the <br />Fiscal Officer for cutting of the check and paying the bill. Cabarrus County <br />is on a computer system that accounts for keeping records of all transactions. <br /> <br /> The County uses its funds to pay CDBG bills and later requisition funds <br />for reimbursement. In addition, it ~as noted that the County committed " <br />$201,080 of local funds for public facilities improvements and had expended <br />$7,275 at the time of the visit. It was indicated that the re~aining funds <br />will be expended as progress continues. There were no problems noted in this <br /> <br /> This concludes our report. <br /> <br /> <br />
