The third petition that will be presented deals with the consolidation of the existing Boards of Adjustment and Planning into a new board entitled, "cabarrus Couniy Planning and Zoning Commission." The necessary text changes have been presented to the Planning Board and are a part of this packet. 14embers of both exi~tin~[ boards have been presented with the concept and by and large support the consol/d~tion. Several exist/rig members have submitted their names to be considered in establishing the mo-mbership of the P & Z commission. If yqu as a Beard decide to establish this consolidated board at the December meeting it ~ also be necessary to pass the revisions, name the membership, assign initial terms of office, and establish an implementation date. A revised fee schedule will be presented for your adoption. The fee schedule was lastrevised in 1988. The user fees which have been adjusted will more appropriately cover actual costs of review and publication notices. We would recommend that the fee schedule be effect/ye with the start of the Fiscal Year third quarter (1-1-91). The lest item for your review is the Nol~hwestarn Area Plan. This is a planning document which we will be asking ~,ou to adopt at the 3anuary, 1991 meeting, we are sending in this month's packet to afford you more time to review and understand the planning document.
