Associates, nc. of Co ombla, South Carolina, i. the <br /> <br />amount of $44,908, and directed that the firm do a completely new <br />study and submit a selection of three sites rated according to <br />economic feasibility and compliance with state and federal <br />aviation guidelines; and upon further motion appropriated $22,450 <br />from the Contingency Fund to be used as the County's share of the <br />cost for the study, as authorized by Chapter 63 of the General <br />Statutes, on the understanding that $22,450 would be provided <br />through a grant from the Aviation Division of the North Carolina <br />Department of Transportation; <br /> <br /> 5. WHEREAS, subsequent thereto, on April 27, 1987, the <br />State of North Carolina adopted a model procurement policy <br />codified as Section 143-64.31 of the General Statutes which <br />declares that: <br /> <br /> It is the public policy of this State and all <br /> public subdivisions and Local Governmental Units <br /> thereof, except in cases of special emergency involving <br /> the health and safety of the people or their property, <br /> to announce all requirements for arch ~ectural, <br /> engineering, and surveying services, to select firms <br /> qualified to provide such services on the basis of <br /> demonstrated competence and qualification for the type <br /> of professional services required without regard to fee <br /> other than unit price information at this state, and <br /> thereafter to negotiate a contract for architectural, <br /> engineering, or surveying services at a fair and <br /> reasonable fee with the best qualified firm. If a <br /> contract cannot be negotiated with the best qualified <br /> firm, negotiations with that firm shall be terminated <br /> and initiated with the next best qualified firm. <br /> <br /> 6. W~EREAS, sometime thereafter, Wilbur Smith & Associates <br />completed said study, report, recommendation and related work; <br /> <br /> <br />
