Associates, nc. of Co ombla, South Carolina, i. the amount of $44,908, and directed that the firm do a completely new study and submit a selection of three sites rated according to economic feasibility and compliance with state and federal aviation guidelines; and upon further motion appropriated $22,450 from the Contingency Fund to be used as the County's share of the cost for the study, as authorized by Chapter 63 of the General Statutes, on the understanding that $22,450 would be provided through a grant from the Aviation Division of the North Carolina Department of Transportation; 5. WHEREAS, subsequent thereto, on April 27, 1987, the State of North Carolina adopted a model procurement policy codified as Section 143-64.31 of the General Statutes which declares that: It is the public policy of this State and all public subdivisions and Local Governmental Units thereof, except in cases of special emergency involving the health and safety of the people or their property, to announce all requirements for arch ~ectural, engineering, and surveying services, to select firms qualified to provide such services on the basis of demonstrated competence and qualification for the type of professional services required without regard to fee other than unit price information at this state, and thereafter to negotiate a contract for architectural, engineering, or surveying services at a fair and reasonable fee with the best qualified firm. If a contract cannot be negotiated with the best qualified firm, negotiations with that firm shall be terminated and initiated with the next best qualified firm. 6. W~EREAS, sometime thereafter, Wilbur Smith & Associates completed said study, report, recommendation and related work;
