Mr. ~ichael Ruffin <br />Cabarrus County )~nager <br />Concord, RC. 28025 <br /> <br />Dear Hr, Ruffin: <br /> <br /> During the last year the Town of Harrisburg has been discussing the <br />possibility of establishing a full-time law enforcement team in Harrisburg <br />under a contractual arrangement with me. This arrangement would be identical <br />to the arrangement in Hr. Pleasant. The town wants to pay for two officers' <br />salaries and benefits and have the county fund the other two officers. <br /> <br /> ~he Harrisburg Town Board met on December 10, 1990, and voted to request <br />this arrangement. This will be included in our FY 1992 budget package since <br />I do support the establishment of the arrangement. The availability of an <br />additional officer on duty 26-hours per day that I will he able to use, Justifies <br />my support of the arrangement. <br /> <br /> It ia ay understanding that the Harrisburg Town Board would like to have <br />some co~itment from the Cabarrus County Bosrd of Co~tsstoners as soon as <br />possible, so that they can plan their budget fo~ FY <br /> <br /> If it is possible, ~ would like to meet with the County Co~issioners in <br />January to present this matter to them and get some feeling about their level <br />of support for this issue. <br /> <br /> The county would belookiug at an additional expenditure of around $100,000 <br />to fund the county's portion o~ the arrangement., This includes salaries, h~nefits, <br />vehicles, and equipment for the officers. The' ~xact figures would be stated in <br />the budget package. <br /> <br /> I am attaching a copy of the proposed contractual agreement for the Board's <br />review.
