Law enforcement protection for the city of Harrisburg, H.C. (incorporated), i8 provided by the Cabarrus County Sheriffs~ Department, on a ContrAct Type ~asis. Four (4) Cabarrue County Sheriffs' Deputies are assigned to the Town of Harrisburg by'the Sheriff. Of these officers~ two of the officers pay and benefits cost are reimbursed to Cabarrus County by Harrisburg quarterly upon billing by the County. The other two {2) officers are paid entirely by the County without rei~ursement. The officers assigned shall be chosen by the Sheriff after taking into consideration the officers training and experience and unique qualifications to work ia a situation such as ia required in this arrangement, all officers assigned shall be considered for all promotions and other opportunities for advancement that may be available to officers-of the Cabarrus County Sheriffs' Department. This shall include evaluation and consideration for merit pay increases. all officers assigned to Harrisburg duty are employees of, and supervised by the Sheriff of Cabarrus county through channels established for the supervision of all duly sworn Deputy Sheriffs. The officers assigned to Harrisburg are instructed that their primary duty is to provide general law enforcement services to the city of Harrisburg. As a result of the contract-ty~ agreement, these officers are expected not only to Perfor~ the basic duties of a Cabarrua County Deputy Sheriff, but also to perform many duties usually expocted of municipal ~x~lice officers, such as enforcement of those city ordinances, codes, etc., which the city has legally adopted, and to report to the appropriate city offi- cial(s) conditions, situations, damages or deficiencies to or of city pr0~rty and/or equipment. Each of the four (4) officers assigned to the Harrisburg Zone shall be assigned to a cabarrus County Sheriffs' Department Patrol Division Squad, and as such will come under the direct supervision of that squads Lieutenant and Sergeant, The initial res~x~n$1bllity for their supervision while in the field (On Duty) rests with these supervisors, and beyond that with the chain of command of the Sheriffs' Department. With this arrangement, the City will have an officer on duty twenty four hours each day and seven days Per week except when an officer assigned is o~ vaca- tion, holiday, or sick leave.
