Law enforcement protection for the city of Harrisburg, H.C. <br />(incorporated), i8 provided by the Cabarrus County Sheriffs~ <br />Department, on a ContrAct Type ~asis. Four (4) Cabarrue County <br />Sheriffs' Deputies are assigned to the Town of Harrisburg by'the <br />Sheriff. Of these officers~ two of the officers pay and benefits <br />cost are reimbursed to Cabarrus County by Harrisburg quarterly <br />upon billing by the County. The other two {2) officers are paid <br />entirely by the County without rei~ursement. <br /> <br /> The officers assigned shall be chosen by the Sheriff after <br />taking into consideration the officers training and experience and <br />unique qualifications to work ia a situation such as ia required <br />in this arrangement, all officers assigned shall be considered <br />for all promotions and other opportunities for advancement that <br />may be available to officers-of the Cabarrus County Sheriffs' <br />Department. This shall include evaluation and consideration for <br />merit pay increases. <br /> <br /> all officers assigned to Harrisburg duty are employees of, <br />and supervised by the Sheriff of Cabarrus county through channels <br />established for the supervision of all duly sworn Deputy Sheriffs. <br />The officers assigned to Harrisburg are instructed that their <br />primary duty is to provide general law enforcement services to the <br />city of Harrisburg. As a result of the contract-ty~ agreement, <br />these officers are expected not only to Perfor~ the basic duties <br />of a Cabarrua County Deputy Sheriff, but also to perform many <br />duties usually expocted of municipal ~x~lice officers, such as <br />enforcement of those city ordinances, codes, etc., which the city <br />has legally adopted, and to report to the appropriate city offi- <br />cial(s) conditions, situations, damages or deficiencies to or of <br />city pr0~rty and/or equipment. <br /> <br /> Each of the four (4) officers assigned to the Harrisburg <br />Zone shall be assigned to a cabarrus County Sheriffs' Department <br />Patrol Division Squad, and as such will come under the direct <br />supervision of that squads Lieutenant and Sergeant, The initial <br />res~x~n$1bllity for their supervision while in the field (On Duty) <br />rests with these supervisors, and beyond that with the chain of <br />command of the Sheriffs' Department. Raa member of the particu- <br />lar Patrol Division Squad, that officer will work the same rota- <br />tion schedule which his squad works. With this arrangement, the <br />City will have an officer on duty twenty four hours each day and <br />seven days Per week except when an officer assigned is o~ vaca- <br />tion, holiday, or sick leave. In this event the Cabarrua ~ounty <br />Sheriffs' Department will cover the Harrisburg city zone with the <br />patrol unit assigned to the zone that Harrisburg ia located with- <br /> <br /> The ~rking arrange_meet for al! four officers will be that <br />they will while off duty remain primarily within the corporate <br />/imitS Of the town a~roximately 80% of their time. The remaining <br />20% of their time will be spent patroling within close prOXimity <br />to the corporate limits of the town.
