Upchurch /~,j~ <br />SUBJECT: Transportation Task Force Report <br /> <br /> At the October meeting, the carolina counties coalition <br />appointed a steering committee to rewiew the Transportation Task <br />Force's report and come back to you with recommendations. We have <br />condensed the report and feel that CCC's objectives of <br />establishing a regional authority can be accomplished with a <br />somewhat smaller, more focused task force operating under a <br />shorter time frame with a smaller budget. <br /> <br /> Ne recommend the original eight CCC members sharing <br />Mecklenburg's border form the initial task force with <br />participation from the relevant municipality and one other <br />representative from each county. Both county and city appointees <br />are to be elected officials. The third member can be anyone you <br />feel will offer strong support and/or expertise on transportation. <br /> <br /> Rather than creating another legal entity capable of applying <br />for grants to fund the study, we recommend contracting with UNCC's <br />Urban Institute for an amouDt not to exceed $8,000. We recommend <br />that each county share the costs equally at $1000 per county. <br /> <br /> I am enclosing a copy of the memorandum from Bill McCoy, <br />Director of the Institute, detailing the steering committee's <br />recommendations and the Institute's proposed program of work. <br />Because the Institute is currently engaged in similar <br />transportation studies, we felt they already have the staff and <br />much of the data we need to complete the study. <br /> <br /> Since time is short and the study is critical to our regional <br />transportation planning, we are asking that you come to the <br />January 19th meeting prepared to submit the names of your three <br />representatives and commit to the funding for the study. If you <br />have any questions, please contact any member of the steerin~ <br />committee prior to January's CCC meeting. ' <br /> <br /> HOPE YOU HAVE A VERY MERRY CHRISTMAS!
