To: Peggy Upchumh, Transportation Task Force, Carolina Coalition of Counties <br />From: Bill McCoy, Director, Urban Institute, UNCD <br />Date: November 15, 1988 <br /> <br /> Proposal to Facilitate Meetings over a Six Months Period for the <br /> Transportation Task Force <br /> <br />A Characteristics of Transportation Task Force: , <br /> <br /> 1. Regional Designation: Task Force will have representatives from an <br /> eight county region: Mecklenburg, Iredell, Cabarrus, Lincoln, Union, <br /> Gaston, York, and Lancaster <br /> <br /> 2. County Representation on Task Force: Each county will have three <br /> representatives with at least two of the three being an elected official. <br /> The three representatives will be: <br /> <br /> o A member of th.e county's governing boa~d <br /> o A member of the City Council of one of tho cJfies in the county.- The <br /> relevant City Council will recommend a person, who will be named <br /> to the Task Force by the county governing body. <br /> o Unspecified. <br /> <br /> 3. Funding of Task Force: Each of the eight counties will be requested to <br /> approprlala $1,000 for the purpose of ~undlng the activities of the <br /> Task Force and lhe Urban Institute, which will provide slaff services to <br /> the Task Force, Once the funding decision is made, each county will <br /> sign a contract wilh UNC Charlolle and the f~tnds will be kept in an <br /> account at the University. These funds will be available for the Urban <br /> institute to provide the necessary staffing for the Task Force. At the <br /> conclusion of' the contract period, fha Urban Insfitute will provide a <br /> report accounting for all funds to each coalition member county. <br /> <br /> 4.Time Frame for Work Program: Six months starting on February I, <br /> 1989 and ending on July 31, 1989. <br /> <br /> . 5. Decision Time Frame: The next meeting of the Carolinas Coafilion of <br /> Counties Is scheduled for January 19, 1989. At Ihat meeting, member <br /> counties will be asked to affirm their commitment for funding the Task <br /> Force and to name Ihe Ihree representatives. <br /> <br />B. Proposed Urban institute Program of Work <br /> <br /> 1. The Urban Instttula will provide facilitating services for the Task <br /> Force. As facilitators, o~r personnel will have the responsibility of <br /> taking care of meeling toglstlcs and will facilitate the discussions o! the <br /> Task Force w!lh the goal of keeping Iha discussions on largel and keep <br /> the group moving toward the resolution, of the critical issues.
