As soon as [he representatives are chosen, an initial meeting will be <br /> scheduled for the purpose of deciding organizatlonal Issues. At this <br /> meeting, a convener of the Task Force will be selected from Ihs group, <br /> meeting time and frequency will be determlned, a meeting place or <br /> places selected, and the agenda for the group will be reviewed. <br /> <br /> 3. My understanding Is that the primar/objectives to be accomplished by <br /> the Task Fome are Ihs following: <br /> <br /> o Mission of Transportation Task Force or related organizational <br /> entity. <br /> o Goals of Task Force er related organlzalional entity. <br /> o Organizational options <br /> o Funding opiions <br /> <br />Regarding these objeclives, we will emphasize the need to make the mission and goals <br />slatemenls 'as simple and straighlfonvard as pOssible. For example, the mission of the <br />group should be limited to transportation and within that conlext limited to Interregi~)na] <br />transportation issues. Goal slatemenls should reflect such purposes as the development <br />of a regional transportation plan that would address thoroughfare planning, the role <br />transit, an outer, ouler belt road, city-to-city connections wilhin the region, etc. The <br />mission and goal slatements ideally would slrongly suggest a program of work for the <br />next few years. <br /> <br />Funding and organizalional issues are not easily separated. To promote the discussion of <br />Ihese issues, the Urban Institute is prepared to write short white papers on each of these <br />topics outlining the models currently in use in the United Slates. We would undertake <br />these elforts at lbo request of Ihs Task Force. We would indicate to the group Ihs need to <br />provide Ihs respective counties a recommendation on funding in time Io have that <br />factored into budget discussions (target date will be mid-May). <br /> <br /> 4. Consequently, an agenda for the group might look like Ihs following: <br /> <br /> o First meeting (First week of Februa~) -organizational matters. <br /> o Second meeling (First week of March) -mission statement <br /> o Third meeting (First week of April) -goal statements <br /> o Fourth meeting (Firsl week o! May) -funding options <br /> o Fifth meeting (First week of :June) -organizational options <br /> o Sixth meeting (First week of July) -approval of report <br /> <br />Depending on the efficiency of the group, additional meelings may require scheduling. <br />We can easily move to a two-week or Ihree-week sequence. Persons chosen to serve o~ <br />the group should understand from the outset that substantial time demands will occur. <br /> <br /> 5. Urban Inslitule personnel will prepare draft documents as requested by <br /> Ihs Task Force and will prepare the Final Report based on the Task <br /> Force's recommendations. Urban Inslilute personnel ','/ill gather <br /> inlormation about other regional Iransportation entities when requested <br /> lo do so by the Task Force. <br /> <br /> <br />
