May 11, 1989 ~¥ i 1 1989

Mr. James LelltZ~ Chairman
Cabarrus County Board of Commissioners
Cabarrus County Courthouse
P.O. Box 707
Concord, N.C. 28025

Dear Mr. Lentz:

The Cabarrus County Community Based Alternatives Task Force is responsible for
the distributioa of state funds in the amount of $127,765.00. These fnnds are for
the provision of services to youth between the ages of 7 and 17 who are at risk of
placement outside of their home and community due to either undisciplined or
deliuquent behavior. The goal of the task force is to provide early intervention
servides to these households to prevent further disruption of the family unit.
&cbievement of this goal is dependent upon the coordination of necessary and
appropriate services within the connuunity.

This year the task force has identified a group of services that we deem to be
essential for troubled youth in Caba~rus County. These programs provide a continuum
of services to families who are currently involved with the juvenile justice system.

The programs that we support and for which we are requesting you~ approval are
the following grant applications:

Psychological Assessment and Clinical Services: ~0~J~c~t~O

The juvenile court system and court counselors have identified a growing population of
youth who are in need of psychological assessments and clinical services. These youth
manifest a wide range of psychological and family pathology. These services are
needed by both the youth and their families as well as the aupport systems within the
community, i.e., juvenile court counselors, juvenile judges, Department of Social
Services and school systems. The assessments provided by this program will be the
basis upon which viable service plans can be developed and implemented within the
existing family structure. Treatment services would be available to families without
the additional financial burden of payment for care.

It is projected that thirty youth will receive services from this program if the
grant request is approved. The source of referrals for this service would be the
juvenile court counselors.

CBA funds requested for this program totals $16,650.00. Sponsoring agency £a the
Piedmont Area Mental Health Center.

Home-Based Services:

The second request for approval by the board is tlome-Based Services. This program
was implemented in October, 1988~ with CBA Funds. The primary aim of this program is
to reduce the placement of juvenilea outside the nuclear family while impacting on
familydysfunctions. This will be accomplishedby the provision of intensive casework
services utilizing structural family therapy as the primary intervention technique.
Caseload is limited to ten families with maximum length of service, being six month's.
Supportive services will include short-term foster care placements, counseling
services from Piedmont Area Hental Health Center, educational services from local
