Thio <br /> program will enhance the coordination of existing services within the community and <br /> the development of new services for our youth. <br /> <br />To date, ten families have been ' oerved during the past seven months. These ten <br />families were referred by the court counselors in an effort to prevent foster care <br />placement. Of these ten Juveniles served, only two have utilized foster care <br />services. One youth was placed at the Lutheran Emergency Care Shelter for one day <br />and the second youth was placed in secure detention for 30 days due to his refusal to <br />enter the footer care system. This child has since been placed in the custody of <br />Department 'of Social Services for out of home placement, One must acknowledge that 'if <br />the Home-Based Services program was not available, that all ten juv~,nileS would have <br />been placed in Department of Social Services custody for out of home placement due to <br />severity of family dysfunction. During Fiscal Year 89/90, it is projected that 30 <br />families will be served. <br /> <br />Total CBA funds requested are $27,206.00. Sponsoring agency is Cabarrus County <br />Department of Social Serviceo. <br /> <br />Temporary Shel~er Care: <br /> <br />The Temporary Shelter Care project was begun in March, 1980, with the aid of CBA <br />funds. This program provides temporary shelter care services to five children at any <br />given time for a maximum stay of 90 days. The service is provided as a contract <br />service between the Cabarrus County Department of Social Services (sponsoring agency) <br />and Lutheran Family Services. The program is an essential service in that it accepts <br />any child, undisciplined end/or delinquent, who is in need of residential care on an <br />emergency basis thus reducing the risk of further court involvement and further <br />damage of property or persons. This service also provides respite foster care <br />services to youth whose families are involve'd with Home-Based Services. <br /> <br />Children typically placed in this facility are those children who are characterized <br />as "difficult to place", Children who are involved with drugs, children exhibiting <br />behavior disorders, children who are sexually active, and children who are out of the <br />control of their primary social systems, family and school. <br /> <br />It is projected that twenty youth will be served during Fiscal Year 89/90. CBA funds <br />requested total $98,148.00. <br /> <br />~-HARF, IE GROUP HOME: <br /> <br />Uwharrie Group Home provides a residential treatment pro,ram for a three county area <br />(Cabarrus, Steely ced Union). This program serves males between the ages of 10 and <br />18 who are having problems at home, at school, and/or in the community because of <br />behavioral and/or emotional problems. This program is an asset to our community in <br />that Cabarrus County has no long term Eeside~tial treatment facility within the <br />county. For this reason, it is periodically necessary to seek placements at Hwharrie <br />Group Home, It is projected that ,two youth will be served hy Uwharrie during Fiscal <br />Year 89/90. <br /> <br />The total budget request for Uwharrie Group Home is $3j600.00, Of this amount, <br />$3,000.00 has been requested from CBA funds with the remaining $600.00 being local <br />match. The Uwharrie Group Home has received CBA funding for the past four (4) years. <br /> <br /> <br />
