Make eve~7 reasonable effort to collect its cost in providing <br /> services, for w~ich Medicaid reimbursement is sought, through public <br /> or private third party payors e~eptwhere prohibited by Federal <br /> regulations or State law. No one shall be refused services solely <br /> becsuse of an inability to pay. All payments from persons, public <br /> or private third party payors, shall be utilized for the activity <br /> that ea~aed it and shall not reduce or replace locally appropriated <br /> f~ds durin9 ~ period of this Contract. Use of program income <br /> generated by the expenditure of Federal ca%ogorical f~u~ds will be <br /> governed by applicable Federal regulations, including but not <br /> limited to, 45 CFR 74. <br /> <br /> 8. Funds budgeted for Adolescent Health Activities shall not be expended <br /> for dues or out-of-state travel. <br /> <br /> 9. %~ Department shall have an ~m-mual audit performed ~] accordance with <br /> The Singl6Audit Act of 1984 as in~le~nentedbyCMB Circular 128.
