The budget'for the Council for each fiscal yeer and the assessment of <br />eechme~ber shall be edopted by the affirmative vote of a~ least seventy-five <br />percent (75~) of the representatives present at a meetin~ at which a quorum <br />vas present, provided notice of such vote has been given in accordance with <br />the Bylaws, and provided further said notice is accompanied by a copy of the <br />propoeed budget and assessment. <br /> <br /> D. The budget for the Council and the assessment for each member <br />governmental unit shall be adopted by the Council no later than April lath of <br />each year. Provided, the Council shall publish and deliver to the delegates a <br />budget estimate, indicatin~ each member governmental unit's esti~ated share <br />thereof, on or before Hatch 31st of each year, if the actual budget shall not <br />have been adopted by that date. <br /> <br />E. The budget, once adopted, may be emended by the affirmative vote o£ <br />at least seventy-five percent (7§~) of ~he representatives present at a '. <br />meetin~ at which · quorum was present, provided notice of such vote has been <br />given in accordance with the Bylawe, and provided, further, said notice shall <br />state in detail the proposed terms of the emendment and the reaeon~ therefor. <br /> <br /> F. The annual assessment for each member governmental unit shall be <br />payable on or before August let of each year and shell be delinquent <br />thereafter. Any member of the Council which becomes delinquent in the payment <br />of its ~n~ual assessments shall lose ell rights and privileges of Council <br />membership durin~ such a period of delinquency, Any new member shall pay the <br />full annual assessment for the current fieeel year regardless of its date of <br />admission. <br /> <br /> g. All revenues paid to the Council by member gove.~n~ental unite and ell <br />other sources whatsoever shall be deposited in the tenerel fund of the <br />Council, and separate revenue.and expenditure accounts shall be maintained for <br />each phase of operation of the Council to the extent required by sound <br />aceountin~ practices, to include, but not to be limited to, such eceounts for <br />the general operatin~ expenses of the Council ant each special project <br />undertaken by the Council or any committee thereof. <br /> <br /> H. The general operating expenses of the Council shall include, but are <br />not necessarily limited to: providin~ meetin~ and office space or other such <br />physical facilities needed by the Council or any committee thereof; pro?idin~ <br />compensation for the director and other edminietretive personnel of the <br />Council; provtdin~ the necessary legal and eceountin~ or other professional <br />services; providin~ furniture, equipment, vehicles and supplies; payir~ <br />special consultants, temporary employees and contractors duly authorized by <br />the Council; retmbursin~ authorized expenses of ~ounctl employees. <br /> <br /> <br />
