C. The budget'for the Council for each fiscal yeer and the assessment of eechme~ber shall be edopted by the affirmative vote of a~ least seventy-five percent (75~) of the representatives present at a meetin~ at which a quorum vas present, provided notice of such vote has been given in accordance with the Bylaws, and provided further said notice is accompanied by a copy of the propoeed budget and assessment. D. The budget for the Council and the assessment for each member governmental unit shall be adopted by the Council no later than April lath of each year. Provided, the Council shall publish and deliver to the delegates a budget estimate, indicatin~ each member governmental unit's esti~ated share thereof, on or before Hatch 31st of each year, if the actual budget shall not have been adopted by that date. E. All revenues paid to the Council by member gove.~n~ental unite and ell other sources whatsoever shall be deposited in the tenerel fund of the Council, and separate revenue.and expenditure accounts shall be maintained for each phase of operation of the Council to the extent required by sound aceountin~ practices, to include, but not to be limited to, such eceounts for the general operatin~ expenses of the Council ant each special project undertaken by the Council or any committee thereof. H. The general operating expenses of the Council shall include, but are not necessarily limited to: providin~ meetin~ and office space or other such physical facilities needed by the Council or any committee thereof; pro?idin~ compensation for the director and other edminietretive personnel of the Council; provtdin~ the necessary legal and eceountin~ or other professional services; providin~ furniture, equipment, vehicles and supplies; payir~ special consultants, temporary employees and contractors duly authorized by the Council; retmbursin~ authorized expenses of ~ounctl employees.
