Exhibit "B" a copy of a Capital Contribution Commitment Letter
<br />from our parent company, Buford Television, Inc. This Capital
<br />Contribution Commitment Letter specifies that our company will
<br />supply advances which will be treated ascapital contributions in
<br />the amount of $5 million to Friendship Cable of North Carolina,
<br />Inc., in order to provide for the capital expenditures and the
<br />working capital needed in order to develop and grow this cable
<br />system.

<br />Carolina National Bank Texas, our primary banker, and Peat Marwick
<br />Main and Company, our independent Certified Public Accountants.

<br /> 6. BACKGROUND EXPERIENCE OF THE APPLICANT
<br />
<br />Buford Television, Inc., has been involved in the cable television
<br />business since 1971 when it purchased a system in Bedford,
<br />Indiana. In 1977, the company purchased systems in South Bend,
<br />Elkhart, Plymouth and Rochester, Indiana. In 1980, the company
<br />purchased Broward Cablevision in Broward County, Florida. In
<br />1984, the company purchased cable systems in Terrell, Forney,
<br />Balch Springs and Seagoville, Texas. In 1986, the company
<br />purchased cable television systems serving Cabot, Ward, Austin,
<br />Lonoke County, Little Rock Air Force Base, Hardin, Sulphur
<br />springs, Carlisle, Holly Grove, Clarendon, Mayflower, Macon,
<br />McRae, Whitehall, Sheridan, Red Field, South Pine Bluff, Jefferson
<br />County, Grant County and Faulkner County, Arkansas. In 1988, the
<br />company purchased cable television systems serving Royse City and
<br />Fate, Texas. In 1988, Friendship Cable of Florida was established
<br />with the purchase of cable television systems in Anthony, Citra,
<br />Smith Lake Shores and Bronson, Florida. Also in 1988, Friendship
<br />Cable of Texas, Inc., was established in Beaumont, Texas.
<br />Friendship Cable of Texas is currently building five franchised
<br />areas in South Texas serving approximately 1500 potential
<br />customers and over 20,000 customers in unincorporated areas.

<br />One of the largest cable television systems that the company has
<br />operated was in the Broward County area in South Florida° I am
<br />enclosing copies of letters from the mayor, a councilman, and the
<br />city manager for your review. I am also enclosing other reference
<br />letters from our Arkansas and Texas cable systems (Exhibits E-L).

<br />Our company has tried to maintain outstanding relationships with
<br />the franchising authorities in every system that we operate. We
<br />are concerned about customer growth, meeting customer needs, and
<br />staying close to our customers so we know what they're saying. We
<br />put our decision makers, ar~ed with enough experience and
<br />knowledge to do the job, at the right location and level for our
<br />customers. This results in better service, better public
<br />relations, and better communications.
