STAFF ANALYSIS-PETITtON 69-t0 <br /> <br /> Thio rezoning petition has been presented for the <br />purpose of enlarging an existing area of industrial zoning <br />so that the entire area may be developed as an industrial <br />and business p~r~ es identified in the Land Development <br />Guide. There are a number of factors to cGnsider in any <br />industrial rezoning and each of these is magnified when the <br />petition is /or a parcel of land that is greeter than 200 <br /> <br /> One of the first requirements of good industrial land <br />is that.the area have a good tranepoetation system.. This <br />property hss over 6000 feet of frontage on U.$. 60! and is <br />less than 2 mil'es Item N.C. 24127. Currently, N.C. 24/27 is <br />scheduled for widen n9 to four lanes through the County with <br />construction beginn ng on the first phase in FY 3993. Tho <br />renewed emphasis on east-west highways, and the passage of <br />highway ~unding leg elation, should cause the schedu n for <br />that widening to be moved up. <br /> The property can also be served by rail through a spur <br />off of the line fhat is located to the north of the <br />property. The land through which the rail line runs <br />controlled by thc petitioner, and preliminary discussions <br />have taken place between the developer and Norfolk-$o~thern. <br /> The final aspect of the transportation network serving <br />this area is an airstrip located on the property. This <br />airetrip is currently permilted as a conditional use in the <br />A-2 zoning district, <br /> A second major concern in considering land industrial <br />use is the utilit ids serving the area. A County water line <br />currently extends to Barberry Ave, approximately 4000 feet <br />to the north of th~ proper tv, arid the petitione~ has sn <br />active N.P.D.E.S. permit for a package aewage treatment <br />plant to serve the property. There is currently no natural <br />gas service to the property. <br /> The final aspect to consider in the evaluation of this <br />rezoning is the surrounding lend use~. To the north and east <br />et this property, the land is vacant end for the most part <br />zoned for industrial uses. Whitley Manufacturing, an <br />industrial use, ie located to the neet of the property <br />across'U.S. 601. The land to the west end south is also to <br />large extant vacant with the exception of sparse residential <br />development to the south end a small subdivision tq the <br />east. The Zoninq .O~di.napc~ requiree that all industrial land <br /> <br />protect the residential areas from any negative impacts. It <br /> <br />thst'tne petitioners be required to reco(d r~etrictlva <br />covenants with the Register of Deeds that would strengthen <br />that protection. <br /> In consideration of all of the positive aspects in <br /> <br /> { <br /> <br /> <br />
