Box 707 <br />Concord, North Carolina 28026-0707 <br /> <br />Dear Mr. Len~z and Members of the Board: <br /> <br />Tho North Caroline General Assembly recently ratified Senate Bill 111, <br />An Act To Improve The Management of Solid Waste, effective October 1, <br />1989. Key items included in the legislation ara: <br /> <br /> Establishment of solid waste management hierarchy: <br /> Waste Volume Reduction at the Source <br /> Recycling and Reuse <br /> Compoating <br /> Incineration for Volume Reduction <br /> Disposal in Landfills <br /> <br /> State goal-Recycle at least 25% of the waste stream by January 1, <br /> 1993. <br /> <br /> The owner or operator of a landfill is to establish a fee or <br /> surcharge on existing fees or other appropriate revenue producing <br /> mechanism to ensure the availability of financial resources for <br /> proper landfill closure. <br /> <br /> Each county, either individually or in cooperation with others, <br /> shall in cooperation with its municipalities, develop a compre- <br /> hensive county solid waste management plan and submit the plan to <br /> the State for approval. Plans are to be updated and submitted <br /> for approval at least once every two years, <br /> <br /> Each county and each municipality is to determine the full cost <br /> for solid waste management within the respective service area for <br /> a one-year period and update tho full cost determination every <br /> year thereafter. <br /> <br /> Each county or municipality is to establish a sy.stem to inform, <br /> no less than once a year, residential and non-residential users <br /> of solid waste management services within the service area of the <br /> user's share of the full cost for solid waste management· <br /> <br /> <br />
