James Lentz, Chairman <br />Page 2 <br />September 13, 1989 <br /> <br /> Each designated local government shall initiate a recyclable materials <br /> pro,ram by July i, 1991. <br /> <br /> Each designated local government shall, by October 1, 1990, amd each year <br /> thereafter, report to the State ita annual solid waste management program <br /> and recycling activities, including: <br /> <br /> -Description of its public education program on recycling. <br /> <br /> -Amount of waste disposed of at solid waste disposal facilities <br /> by type of waste. <br /> <br /> -Amount and type of materials from the waste'stream that were <br /> recycled. <br /> <br /> -Percentage of the population participating in recycling. <br /> <br /> ~The percent raductioa each year in municipal solid waste disposed of at disposal facilities. <br /> <br /> -Description of the recycling activities anticipated, their success <br /> rates, the perceived reasons for failure or success. <br /> <br /> -A description, in the first report, of any recycling activities <br /> implemented prior to July 1, 1991. <br /> <br /> On and after July 1, 1991, each operator of a solid waste management <br /> facility owned or operated by or on behalf of a county or municipality, <br /> except existing facilities which will not be iu use one year after this <br /> date, shall weigh all solid waste when it is received. <br /> <br /> A p~rson'may not perform the duties of an operator of a solid waste mane ege_L <br /> ment facility after Janoar~ i, 1996, unless he/she has completed an operator <br /> trainin~ course approved the the State. <br /> <br /> A county is.to provide at least one site for scrap tire disposal and may <br /> charge a disposal fee within limits established by the Act. <br /> <br /> In addition, the Solid Waste Management Trust Fund was created to promote <br /> waste reduction and recycling, provide funding for idemonstration projects <br /> and fund research on the solid waste system in North Carolina. <br /> <br />I look forward to reviewing the significant portions of 8enate Bill 111 with the <br />Board of Commissioners on September 18, 1989. <br /> <br />Sincerely, <br /> <br />William F.
