September 12, 1989
Stephen G. Morris
2664 Tudor Court
Concord, NC 2B0~5

Dear Commissioner,

I am writing you to express my opposition to the Department of
Transportation's proposed plan to end the N.C. 136 extension at the corner
of S. Union St. and Old Airport Road. As you may be aware the original
plan called for connecting N.C~ 136 with N.C. 49. That plan embodied a
true by-pass concept, that is, a road that would carry traffic away from
the more congested areas of Concord and link up with N.C. 49 south of the
city.

Due to alleged budget constraints, the DOT now plans to stray from th~
original route, which should followthe natural flood plain, and cut a
corridor into the corner of S. Union St. and OldlAirport Road. If you have
ever traveled on S. Union St. toward the intersection of U.S. 601 and N.C.
49 you must realize it is a very congested area.. Ending a bypass in that
location will lead to massive traffic problems. And it will prove to be a
waste of taxpayer's money because it will not alleviate traffic
congestation but will add to it.

At this time the DOT wants to force this plan on the people of ConCord
and Cabarrus County. Only arrogant government officials who have no regard
for the local community would recommend a plan such as this. It is an
example of government gone hell-bent on "progress" no matter what the
consequences.

I ask your support.in stopping this new proposal and urge you to
advise the Department of Transportation to develop a plan that will connect
N.C. 136 with N.C. 49.

Sincerely,

Stephen G. Morris
