MELTON, DIRECTOR, DEPT. 0F~~J''*-~' <br /> SUBJECT: C0}~iUNITY DEVELOPMENT REHABILITATION PROJECT <br /> <br />This is to report on a meeting with myself and Commissioner James Lents <br />in reference to a request ~e Department of Aging made of the Board of <br />Commissioners, August 21, 1989. The request is p~rmission to complete <br />one house rehabilitation project for the City'of Concord. Attached is <br />an additional copy of the bid the Department of Aging made to complete <br />a rahab project for the City Community Development funded project. <br /> <br />BACKGROUND: The Weatherization Assistance funds was proposed to be on <br />a fifteen month funding cycle. May, 1989, Aging staff attended a statswide <br />workshop to learn of proposed fifteen month fiscal year contract. The <br />final approval was adopted in the General Assembly, and we received budget <br />amendments in August, 1989. In order to supplement to annual revenue, staff <br />requested permission of the managar on 08-03-89 to: 1. Apply for bid <br />on rehabilitation projects or, 2. July, 1989, contract to complete Stanley <br />County's programtoprohibit either loosing the program and/or staff. Hr. <br />Ruffiu stated he did not want county staff to work outside the county,. <br />el~uinating option two. Mr. Partaiu opted not to take his scheduled annual <br />leave August ?-llth iu order to complete the proposal packet by deadline. <br />We received the bid on August 15, 1989 and received the contract <br />August 16, 1989. <br /> <br />)ir. Lents and myself met on August 30, 1989 for the purpose of clarifying <br />any outstanding questions on the rationale for the Department applying <br />for the project, the source of funds, the bid process and the banefit the <br />proJeat will be to the County. <br /> <br />I explained to Mr. Lents the operation of the Weatherization Program including <br />the expertise required to complete a Ratrotach and the safety concerns <br />of having a minimum of two crew members. Also, the change involved in <br />current fiscal year b~dget in the program which islehanged to a fifteen <br />month year, (this year only), creating a need to raise additional and alternate <br />sources of revenues. <br /> <br /> <br />
