~ENO <br />~IKE RUFFIN <br />COUNTY COMMISSIONERS <br />LOUIS PARTAIN <br />AUGUST 31, 1989 <br />PAGE TWO <br /> <br />The Weathertzation Program is funded by the Departmentof Commerce/DiVision <br />of Energy with funds from Division of Energy, Mealth and Human Servics <br />and Exon Ov~rchan§e. Given the housing needs of our state and especially <br />Cabarrus County, The Weatherization Program is anticipated to be funded <br />for the next five years, minimum. Cabarros County can expect Weatherization <br />funds to be continued for at least five years. <br /> <br />Benefits of 'the Weatherization Program to the County include: (l) Support, <br />allocation from the state to provide energy conservation for county residents, <br />(2) Safer and healthier enviromment for residents by providing additional <br />warmth for a lesser cost to them as well as the county. <br /> <br />Theprogram is currently coordinating with the County's Community Development <br />Program to stretch resources. Current funds for the program fall short <br />of supporting staff the entire fiscal year, which is the case in other <br />counties receiving like funds. In order to maintain trained staff, the <br />Division of Energy has suggested and given training in alternative revenue <br />sources to ineluds, bnk not limited to, rehabilitation projects. The <br />Coordinator/Director have attended such training seminars. Another alternative <br />could be contracting with a neighboring county for their Weatherization <br />Program. The Department appreciates the City of Concord giving the County <br />the opportunity to bid on this project. We wish to provide quality of <br />work and enhance city/county relationship. <br /> <br />At this point, I wish to reiterate the need for trained staff. Time to <br />train one staff person is nins to twelve months. The cost involved to <br />train three new staff as a result of temporary layoff would prohibit tNe <br />ongoing operation of the program due to requirements of the state to maintain <br />production ratio. (Attached) Also, if staff is laid off due to lack of <br />fundiug, unemployment benefits would be an expense to the county. However, <br />the most important concern of the department iS to ensure quality of work <br />for the reputation of the county. The current crew, one coordinator and <br />two crew members is rated top in the state for quality of work, which is <br />an achievement for Mr. Louis Partain, Coordinator, who takes a lot of pride <br />in receiving those ratings for his work. <br /> <br />The Department of Aging request your reconsideration of the Departmentts <br />Weatherization Program to complete one rehabilitation project for the City <br />of Concord Community Development Program. The staff is qualified to complete <br />the project. This will be of no cost to the County. The Department's <br />adopted budget allows the revenue and expenses to be incorporated without <br />additional changes. It will provide continuity of trained staff, ensuring <br />quality of work and staff morale. <br /> <br /> <br />
