SATISFACTION: Stark Associates has an excellent client satisfaction record. STAVFING PLAN: Stark Associates staff will cover the project with personnel who possess superior experience and will be on site each business day. Bob Stark, Project Director, will be on site each day. CD EXPEP~I~gCE: Stark Associat~s is the most experienced CD consulting firm in ~]is area. Bob Stark has been project director on 19 CDBG projects; Sandy Ridley has been project director on 5 CDI~G projects and ~ry Beck has experience in 5 CDBG projects. Stark Associates is the only ED consulting firm in this area having successfully written 2 ED applications - one Of which was in Narrisburg. ON SC~ED[JLE ABILITY: Stark Associates has an excellent record of bringing CDBG projects to close out on schedule. LOCAL CO, rIG(T: Bob Stark is a local resident who has successfully closed out two CDBG projects for Cabarrus County and an ED project in Harrisburg. ~. Stark authored the Fishertown CD Application. COST: Stark Associates has proposed a project fee of $98,000.00 which was approved by the State due to the abnormally high number of homes to be rehabilitated (~0 in Fishertown compared with 31 in the Hwy 73 project). Housing rehab is the most time consuming activity in a CD project. MINORITY, FT~OR SMALL ~u~INE~: Stark Assoeiates is a small business.
