ASSO(]IATES

DeYelopment Coaallltai}ts

September 26, 1989

Mr. Mike Ruffln, Hanager
Cabarrus County
P.O. Box 707
Concord, North Carolina 28025

Dear M~. Ruffln:
Stark Associates is pleased to submit the attached proposal for
administrative services for the newly funded Fishertown Oommunity
Development Block Grant project. Congratulations upon being
funded.

As a resident of Cabarrus County it is a particular pleasure
to see this project funded. It took several tries but success
finally came our way.-I was happy to be a part of the effort,

Our firm, if awarded the administrative contract, will work our
best towards the successful completion of the project as we did
in ~he I{ighway 73 CDBG project that was successfully closed out
this year. We hope to be able to help design a better route for
the sewer to serve Fishertown so that Charlio Walker Road and
the very important commercial areas at the intersection of Charlie
Walker and Mooresville Roads can be served by gravity. As you
know the project had to be designed to gravity across country
away from Charlie Walker Road to gain the most points. Now that
we have been funded we'll try our best to reroute the sewer to
make better long range sense.

Stark Associates also pledges, that, for ~he life of the Fisher-
town CD project we will prepare any Economic Development App-
llcat~on that may appear at no cost to the County.

We look forward to your decision.

Sincerely,

Rober[ M.
