2) List project price - fixed fee. <br /> <br /> Stark Associates proposes a fixed fee of $98,000~00 to administer <br /> Cabarrus County's Fishertown Community Development Project. This <br /> fee is higher than normal for the basic reason that the Cabarrus <br /> County program is so housing rehabilitatio~ concentrated. This <br /> element of 40 homes is the most time intensive of any activity <br /> eligible for CDBG. Bob Stark, Project Director, has over 15 years <br /> direct experience in housing rehabilitation having rehabbed over <br /> 700 homes during that time. <br /> <br /> 3) Staffing plan. <br /> Stark Associates will involve three (3) experienced CDBG professionals <br /> in the administration of the Fishertown Project. They are: <br /> <br /> Project Director - Bob Stark <br /> <br /> Assistant Project Director - Sandy Ridley <br /> <br /> Administrative Assistant - Mary Beck <br /> <br /> Bob Stark and Sandy Ridley will provide 100% of the professional <br /> level Of management required in the Fishertown project. Belo%~ is <br /> a brief description of the role of each member of the administratiw <br /> team. <br /> <br /> PROJECT DIRECTOR <br /> <br /> In the area of Community Development, Bob Stark is the most experienced <br /> member of the team. Ne is also the owner of Stark Associates. He, <br /> therefore, will be the project leader~ <br /> Bob has lived in Cabarrus County for the past 14 years, is the son <br /> of a Presbyterian minister and is a Vietnam veteran. He was educated <br /> in North Carolina and began his professional career as a planner in <br /> Orange County (Orlando), Florida. After several years, he moved back <br /> to North Carolina where he hagan his career in Community Development <br /> in 1974. His experience in CD grantsmanship is extensive. He has <br /> designed 26 CDBG applications with 19 being funded. From 1976 through <br /> the present, he has been the project leader on all 19 projects, <br /> <br /> During these 19 programs, he Has personally performed every aspect <br /> of running a CD program and has broad knowledge of local, state and <br /> federal laws and regulations governing CD activities, During this <br /> time he also has established a reputation among CD administrators <br /> and audit firms for his innovative and efficient approach to housing <br /> rehabilitation. As a result, Bob was asked by Mount Holly, N.C. to <br /> take over their CD project in 1988 that was in such bad shape through <br /> mismanagement and fraud that the SDI was investigating the program, <br /> It has now gone to the grand jury. This project is now in good shape <br /> and is being closed out as complete by the state. <br /> <br /> As project leader, Bob Stark will oversee the administration of the <br /> program, He will concentrate his e~forts on the active part of the <br /> program (getting the various construction activities under way and <br /> completed and explaining these activities to citizens) rather than <br /> the passive part of the program (maintaining the massive amount of <br /> paperwork and files which accompany each program activity). Bob will <br /> handle the major portion of the contacts with the public and with <br /> contractors. He will be responsible for answering questions about <br /> the operation of the program and explaining t.o contractors and <br /> <br />i... <br /> <br /> <br />
