other interested parties the activities to be undertaken, bid pro- <br /> cedures, plans and specs, payment policy, and any other aspect of <br /> the project that is pertinant to the individual request for information. <br />Bob will coordinate with the Inspections Department concerning the <br />housing rehabilitation, code enforcement, and clearance. On code <br />enforcement and clearance work he will perform all inspections and <br />handle all contacts with residents and property owners. He will <br />attend all house code violations hearings to discuss condition of <br />properties with owners. He will prepare the specs and oversee the <br />work of the clearance contractors. Bob will, however, attempt to <br />achieve the agreement of the owner to sign a hold harmless agreement <br />with the County to allow the structure to be demolished and cleared <br />without having to go through the code enforcement procedures. On the <br />renovation program he will solicit contractors, inspect the homes, <br />prepare the work write-ups oe each home, conduct a bid.opening, award <br />contra~t$, inspect the work by the contractors during construction, <br />perform a final inspection and authorize a final payment after the <br />lein release and one year warranty is secured. He will make decisions <br />on change orders and will handle both requests and complaints from <br />the occupants of the homes and the community regarding the renovation <br />work. On the sewer work, Bob will attend all meetings ~o advise con- <br />tractor's of Davis-Bacon requirements and payment procedures. He will <br />coordinate with the attorney on the right-of-way acquisitions. Bob will <br />handle all aspects of the sewer home connection bids including bid <br />package preparation and oversight of this work as performed by the <br />plumbing contractor. Bob will also advise the County on the financial <br />management of the program and will attend all audits of the program <br />(yearly and final). He will act as project director and handle ~he <br />scheduling of all administrative activities of the program and be <br />responsible for keeping the program on schedule. Bob will perform the <br />environmental review, put together the Environmental Review Record, <br />advertise the Notice of Finding of No Significant Impact and the <br />Request for Release of Funds. <br /> <br />This is a very general description of Bob Stark's role in the program. <br />For a more detailed description, please see the Scope of Services. <br /> <br />ASSISTANT PROJECT DIRECTOR <br /> <br />Sandy Ridley is a Community Development professional with more than <br />13 years experience, much of which has been as Director of the highly <br />successful City of Rockingham (included running the Richmond County <br />and Ellerbe CDBG programs). Sandy has prepared many successful CDBG, <br />UDAG, N.C. Housing Finance Agency, Farmers Nome Agency, and Economic <br />Development Agency grant and loan programs. She is very familiar wi~h <br />federal and state community development regulations, property acqui- <br />sition procedures, condemnation and clearance procedures, record keeping <br />and filing requirements, contract and bid procedures and housing <br />rehabilitation procedures. <br /> <br />Sandy will concentrate her efforts on what we call the passive part <br />of the program (maintaining the ex~ensive amount of paperwork and <br />filing which accompany each program activity). <br /> <br />Sandy will handle the set-up of the CDBp office. She w~ll handle the <br />daily financial management matters of receiving bills and requests <br />for payment and handle all disbursement documentation. Sandy will help <br /> <br /> <br />
