Mary Beck prepare the policy documents for the program, advertisements, <br /> Request for Proposals (RFP's) and contracts for other professional <br /> services on the program. She will handle all of the public notices, <br /> ordinance preparation, etc., associated with the required code <br /> enforcement. She and Mary will prepare the forms needed for the rehab <br /> program. On the sewer Eight-of-way acquisition Sandy will handle the <br /> preparation of all notices and written communications to property <br /> owners required under the Uniform Relocation and Acquisition Standards <br /> Act. She will handle the negotiations on the right-ofaway acquisitions <br /> and will directly oversee third party contracts concerning legal or <br /> appraisal associated with the project. On the sewer home connections <br /> Sandy and Mary will execute the permission to enter forms with each <br /> property owner. Sandy will prepare all Annual Performance Reports and <br /> the C1Oseout Report. <br /> <br />This is a very general description of Sandy Ridley's role in the program <br />For a more detailed description, please see the Scope of Services. <br /> <br />ADMINISTRATIVE ASSISTANT <br /> <br />Mary Beck will serve as an assistant to Bob Stark and Sandy Ridley <br />and will perform a vast array of support services for the program. <br />Mary is a person with extensive experience in computer operations, <br />title search, right-of-way acquisition, condemnation, grant application <br />preparation, newspaper reporting and administration of highly complex <br />federal and state programs. She has a unique quality that makes <br />program area residents comfortable and trustinG. Mary is often the <br />person most requested by area residents when questions are raised or <br />problems are uncovered in the program because of the trust she has <br />gained from the area residents. Mary has experience in 5 CDBG programs. <br /> <br />Mary will provide general information to citizens making inquiries <br />about the program, will arrange appointments for citizens with the <br />project director if necessary, will record complaints, will provide <br />follow up contact regarding the disposition of complaints. She will <br />perform all copying and typing services related to the pro§ram, althoug], <br />Bob Stark and Sandy Ridley both carry portable typewriters with them <br />and personally do most of their own typing in order to achieve a <br />greater efficiency of operation. Mary will.perform the preliminary <br />title search on all properties affected. She will process all rehab <br />applications (all will be taken at the homes of the occupants) and <br />that all warranties and lein releases are properly filled out and in <br />the file prior to any final payment. Much of the phone contact between <br />the program and various professional and non-professional contractors <br />including receiving information on subjects such as scheduling, pay- <br />ments, inquiries on the disposition of requests, etc., will be handled <br />by Mary. Mary keeps much of the program policy documents, ordinances, <br />procedures, etc., in her computer.
