-9- <br /> <br />Section 6: Amendments G.S. 136 <br /> <br />The Department of Transportation is directed to conduct research on <br />the possible Uses of recycled rubber and plastic materials in highway <br />projects. Also, the Department is required to review bid procedures <br />and product specifications to eliminate discrimination and prOmOte use <br />of recycled products. <br /> <br />Section 7: Repeal of G.S. 14-399.1 <br /> <br />Section 8:. Litter Law Amendments <br /> <br />There are several important amendments to the state's litter laws. <br />These become effective October 1, 1989, and include: <br /> <br />- Increased fines for littering, with a minimum of $50.00 ranging <br /> to $200.00 for 15 pounds or less. <br /> <br />- Motor vehicles and equipment involved in serious cases of <br /> littering (~ore than 500 pounds) are declared contraband and <br /> forfeit to the state. <br /> <br />Section 9: Motor Vehicles Violations <br /> <br />Littering from a motor vehicle is classified as a moving violation and <br />will result in 1 point on the driver's license. <br /> <br />Section 10: Monitoring <br /> <br />This section presents a statement of intent that the General Assembly <br />will monitor progress toward implementing the new law. Additionally, <br />the General Assembly will consider: <br /> <br /> Further requirements and incentives. <br /> <br /> Means of financing solid waste programs at the state and local <br /> level. <br /> <br />Section 11: Procurement Procedures for Paper <br /> <br />The Department of Administration is responsible for conducting a study <br />of state procurement procedures and to report to the dovernor and the <br />General Assembly by May 1, 1990. <br /> <br />Section 12: DOT Study <br /> <br />The Department of Transportation must report by January 1, 1991, on <br />its findings of potential uses of recyclable materials in highway <br />construction. <br /> <br />Section 13: State Regulations on Infectious Medical Wastes <br /> -OVER- <br /> <br /> <br />
