'Il]is year's aviation element <br /> was p,xrticularly challenging since we wanted to develop a mcaningDal <br /> five year funding program for State Aid to Airports. The TIP also <br /> provides federal f~mds made available to the Departr~2~t of <br /> TranslX~r[i~tion fo]: obligation under North Carolina's Stake Block Grant <br /> Progr~ as aut-horizc~l by tJle Pc~eral Aviation hc~inistration. <br /> <br /> One ~%rticular problem we ]lad to address this yezLr was a shortfall of <br /> over $1,000,000 fron the state funds we had e~cted und u~on which <br /> last year's three year update was based. ~]]e shortfall c~-~me about <br /> through the Deparbuent of Revenue's revision in aviation tsx revenue <br /> estimates. ~]sed upon actxtal historic revenues the new estimate came <br /> out lc~.~.r than [~ had previously .Drojectc~L These revenues are in turn <br /> appropriated t]]rough t]]e continuing aviation appropriations plx~cess. <br /> The Department has always had a goal tJ~at evez7 state aid dollar made <br /> availab].e in a given fiscal year be placed raider grm]t in that year. <br /> This can be done only if each recipient of funds has cc~mitted its <br /> local share and has c~npleted all of the necessary site ~mnd <br /> environmental approvals. Given the pere]mial shortfall of available <br /> ftu]ds versus requests, it is /mperative that each local airport be <br /> ready to begin project developakent as soon as ftmding is made available. <br /> <br /> It is difficult makinq .fund/ng judgements when dealing ]~4t]] new <br /> airports since tile required studies and approvals are cc~nplex and <br /> extensive. Traditionally %~ have tried to limit funds to those <br /> projects which have received all approvals and are ready for <br /> construction. At t]le same ti~, we try to provide sufficient program <br /> flexibility to approve fandibg later ill a fiscal year if an Airport <br /> Sponsor receives all needed local, state, and federal approvals. <br /> <br /> <br />
