Lentz <br />Nove~aber 17,1989 <br />Page 2 <br /> <br />With regard to f~nding for the proposed Cabarrus County Airport, those <br />necessary approvals have not yet been obtained, and on the present <br />schedule, it appears that they could not be ccr~pleted before Spring at <br />the earliest. It is possible that development, review, and approval of <br />the various doctm~.nts could extend past July 1, 1990 and into a new' <br />state fiscal year. For all the forementioned reasons we felt that the <br />major ~mds tentatively allocated for Cabarres County in last year's <br />TIP be deferred until later. <br /> <br />At tile same time, to insure that some f~unds are available to implement <br />development, the FY 1990 TIP carries a $500,000 reserve and the FY 1991 <br />TIP a $1,000,000 reserve wl~ich can be rmlde available to Cabar~ls <br />County, and other new reliever airports, upon completion of all <br />required approvals. We have not placed this reserve in the TIP beyond <br />FY 1991 because we believe sufficient federal funds will be available <br />to allow reasonable funding for continued develoi~nent. <br /> <br />I want to assure you and the citizens of C~g-~us County that the <br />Department of Transportation f%~lly supports the efforts of the. county <br />to develop an adequate public airport for the area. I am confident <br />that tile current planning and environmental efforts will result in the <br />final approval of a site which meets the needs of Cabarres County while <br />cc~nplying with all applicable local, state, and federal laws and <br />regulations. At ti]at time we will make every effort to see that <br />Cabarr%~s County receives the fonding it needs to ~ke the new airport a <br />reality. <br /> <br />I applaud ~%e efforts of the citizens of C~-D3arln]s County, %xorking <br />through the Board of Ccamissioners, to provide for the 21et century's <br />transportation needs of the area.
