Upon reeeipt of a complete application and in aeeordanoe With the <br /> approved sewer system program the City~ prior to issuing the permit, <br /> shall perform the following: <br /> <br /> a) Determine that the Rosky River Regional Wastewater Treatment <br /> Plant has adequate capacity to treat the increased flow as <br /> specified in writing by tho Division of Environmental Management <br /> of the N.C. Department of Natural Resources and Community <br /> Development; <br /> <br /> b) Determine that tho County has sufficient remaining allocated <br /> capacity in the Rosky River Regional Wastewater Treatment Plant to <br /> adequately treat the was~ewater from the proposed project; <br /> <br /> n) Prepare summary forms and certifications to be used by the <br /> County's professional engineer and to review all such <br /> certifications and forms for compliance with the program; <br /> <br /> d) Issue the permit for the construction, or modification as <br /> specified in the proposed project if the Reeky River Regional <br /> Wastewater Treatment Plant has adequate capacity and if the County <br /> has adequate allocation of thc Reeky River Regional Waetewater <br /> Treatment Plant's capacity or otherwise advise the County that a <br /> permit cannot be issued; <br /> <br /> e) Issue a "Notice to Connect" the proposed Dro~eot based upon ~ <br /> satisfactory "Construction Inspection Report"~ a "Certification of <br /> Construetion"~ and acceptable test results. <br /> <br /> Section C- Waste Load Allocations <br /> <br />1) The City and the County shall negotiate a waste load allocation <br /> that will comply with state and federal regulations; protect the <br /> wastewater treatment facility from exceeding NPDES permit limitations <br /> and design loadings; and protect the receiving stream from untreatable <br /> and uncontrolled pollutants. The allocation shall be based upon the <br /> original rosette capacities agreed upon at the time of construction. <br /> The capacities are as follows: <br /> <br /> Fieldcrest Cannon~ Inn. Flows- 10 MGD <br /> BCD- 25~020 lbs. (300 mg/L) <br /> COD- 56,295 lbs. (675 mt/L) <br /> TSS- 14,595 lbs. (175 mg/L) <br /> NH3 1,257 lbs. ( 15 mt/L) <br /> <br /> Cabarrus County Flows- 4 MGD <br /> BOP- 70,008 lbs. (300 mt/L) <br /> COD- 22~518 lbs. (675 mg/L) <br /> TSS- 5,838 lbs. (175 mg/L) <br /> NH3 500 lbs.
