3eetion B - ~e~er Line Constvuotton <br /> <br />1) As provided by state laws and regulations the City agrees to <br /> develop and implement a state approved program of permitting <br /> eonstruction~ modification, and operation of public and private sewer <br /> systems in the Rocky River Regional Waetewater Treatment Plant service <br /> areas. (Reference G.S. 143-215.1 (f) and Rule 15 NCAC 2H 0.0218). <br /> <br />2) The County and the City agree to carry out the terms and <br /> conditions of thc state approved sewer system permitting program. The <br /> approved program shall be considered a part Of this agreement. <br /> <br />3) Prior to the County entering into a contract or giving permission <br /> for the construction and connection of any sewer lines or sewer line <br /> extensions or modification the County shall have it's professional <br /> engineer (staff or consultant) who is licensed to practice in North <br /> Carolina perform the following as specified in the approved sewer <br /> system program: <br /> <br /> a) A review of the plans and specifications for all public <br /> projects contracted by the County and all private projects which <br /> proposed to connect to thc County's oollection~ outfall~ and/or <br /> interceptor system; <br /> <br /> b) Summarize the criteria used in the design on forms furnished <br /> by the City; <br /> <br /> e) Provide a certification that all design specifications are at <br /> least as stringent as the minimum specifications contained in the <br /> approved sewer system program; <br /> <br /> d) Perform at least one on site inspection, during construction~ <br /> for compliance for each permitted project and submit a written <br /> "Construction Inspection Report" of his finding to the City; <br /> <br /> e) Notify the City of the date that the line will be completed <br /> and ready to he connected to the existing system so that thc test <br /> for acceptance can be performed under the supervision of the City. <br /> The test such as defleotion~ air~ and infiltration/inflow will be <br /> performed within two weeks after notification; <br /> <br /> f) Prior to the project being utilized provide a written <br /> certification that the permitted project has been constructed in <br /> accordance with the design plans and specifications. <br /> <br /> <br />
