Ronald Aycock, Executive Director <br /> <br /> DATE: December 16, 1987 <br /> <br /> SUBJECT: Water/Sewer Loan Funds <br /> Employee Benefits Resolution <br /> Finance Officers Certification Information <br /> Latest Sales Assessment Ratio Study <br /> Zoning Treatment, Manufactured Housing <br /> <br /> 1~ WATER/SEWER FUNDS <br /> <br /> We have received several inquiries concerning when loan funds provided <br /> by Senate Bill 110 (the Water and Sewer Revolving Loan Fund) would be <br /> available. Attached is a summary of the loan application process as <br /> well as answers to some of %he other questions we have received from <br /> counties on this issue. Only county managers have been mailed this <br /> information. <br /> <br /> 2. RESOLUTION ON EMPLOYEE BENEFITS <br /> <br /> Also attached is a copy of a resolution approved by our Board of <br /> Directors on December 8, 1987, concerning recent legislation which <br /> affects the counties' authority to determine employee benefits and <br /> personnel policies. The resolution expresses the concern that such <br /> legislation sets a troubling precedent and runs counter to our <br /> long-standing tradition of local autonomy. <br /> <br /> The Board urges each county to review the issues raised by the <br /> resolution and for your Board of Commissioners to consider adopting a <br /> similar resolution. Most importantly, you are urged to fully discuss <br /> these concerns with your legislators. A copy of this resolution has <br /> been mailed to all county commissioners. <br /> <br /> 3. FINANCE OFFICERS CERTIFICATION <br /> <br /> A second resolution approved by our Board of Directors on December 8, <br /> 1987, addresses the benefits of having county finance officers <br /> participate in the Institqte of Government's certification program. <br /> This is a voluntary program initiated three years ago and is an <br /> excellent educational enhancement for finance officers.
