-2- <br /> <br />4. LATEST SALES ASSESSMENT RATIO STUDY <br /> <br />The Department of Revenue has released the latest property valuation <br />data adjusted for recent sales assessment ratios. These data will be <br />used by the Commission on School Facility Needs in determining <br />eligibility for grants from the Critical School Construction Fund. <br />You may wish to double-check the accuracy of these figures. <br /> <br />5. ZONING TREATMENT, MANUFACTURED HOUSING <br /> <br />In response to questions raised since the conclusion of the 1987 <br />Legislation Session, and because of a great deal of confusion about <br />the provisions of legislation relating to local zoning treatment of <br />manufactured housing, we are enclosing two documents. <br /> <br />1. Chapter 805 of the 1987 Session Laws (House Bill 507). This <br /> legislation represents the final result of negotiations and <br /> compromise. While limiting the authority of local governments to <br /> exclude manufactured housing from "the entire zoning <br /> jurisdiction," it is important to remember that the legislation <br /> permits cities and counties great flexibility in efforts to <br /> protect property values and the integrity of neighborhoods. The <br /> legislation effectively codifies in statute form our existing <br /> case law. <br /> <br />2. A model zoning approach prepared by the North Carolina <br /> Manufactured Housing Institute, an approach that recognizes <br /> improvements in the quality of manufactured housing in recent <br /> years. <br /> <br />In addition, the staff at the Institute and we at the Association <br />stand ready to assist you in land use planning efforts.
