Information Sheet: Clean Water Revolving Loan And Grant Act of 19~7 <br /> Introduction <br /> <br />The 1987 General Assembly approved Senate Bill 110 which establishes a <br />revolving loan and grant fund to assist local governments in building <br />water and sewer systems. Although the amount of state funds available <br />during the 1987-89 biennium is very limited, this new program sets the <br />basis for permanent state assistance in this area. <br /> <br />Available Funds <br /> <br />The Clean Water Revolving Loan and Grant Fund will include allocations <br />of Federal funds from the Environmental Protection Agency as well as <br />state appropriations. Recent changes in the Federal law has set in <br />motion the gradual phase-out of the EPA '201' .grant program for <br />wastewater projects. The Federal law requires the states to use <br />certain percentages of the annual Federal allocation for revolving <br />loans between 1987-88 and the projected phase-out in 1993-94. In 1988-89 and 1989-90, at least 1/2 of the <br />Federal allocation must be used for loans. <br /> <br />**Indicates future appropriations subject to action by the General <br />Assembly. <br /> <br />Allocation of State Appropriations <br /> <br />Senate Bill 110 establishes annual allocations to six separate <br />accounts as follows: <br /> <br />Accounts Percentages 1987-88 1988-89 <br />Wastewater <br />1.
