Box 707 <br /> Coneord~ N.C. 28025 <br /> <br /> SubJeut: Pretreatment Agreement <br /> <br /> Dear McGinnis: <br /> <br /> The North Carolina Department of Natural Resources and Community <br /> Development~ Division of Environmental Management is requiring that the City <br /> of Concord enter into an agreement with each of the Jurisdictions served by <br /> the Reeky River Regional Wastewater Treatment Plant. The agreement will <br /> allow the City of Concord to implement the Pretreatment Program as required <br /> by it's NPDES Discharge Permit. The agreement has been reviewed and <br /> approved by the State . The State's position is that the staff of the Rocky <br /> River Regional Wastewater Treatment Plant can not implement and enforce the <br /> Pretreatment Program unless adequate guidelines~ procedures and authority <br /> have been established and agreed upon by interJurisdietional agreement. <br /> <br /> There is an original and one copy of the Agreement enclosed for your <br /> review and execution. The Board of Aldermen has authorized the Mayor Pro- <br /> Tem and the City Clerk to execute each of the agreements. <br /> <br /> I am willing to make myself available to discuss the agreement and <br /> answer questions about the Pretreatment Program.
