· <br /> <br /> P,O, BOX 308 <br /> (gm~rort~, ~.OL 2892~i-g3118 <br />PUBLIC UTILITIES DEPARTAfE~ <br /> <br /> ~IASTI~RTER TRI~ATHENT <br /> <br /> and <br /> PRI~RIZAT~ENT AGREFJ,~NT <br /> <br /> Purpose <br /> <br /> The purpose of this agreement is to establish the terms and conditions <br /> under which the City of Concord (herein referred to as the City) will <br /> provide treatment of wastewaters from Cabarrus County (herein referred to <br /> as the County . The City holds the National Pollution Discharge <br /> Elimination System ( NPDES ) Permit from the North Carolina Dept. of Natural <br /> Resources and Communiby Development and is considered by the stats and the <br /> Environmental Protection Agency (EPA) to be the authority responsible for <br /> the Rocky River Regional Wastewater Treatment Plant. The State and EPA hold <br /> the City, the permittee, reeponsible for controlling the wastewater <br /> entering the Rocky River Regional Wastewater Treatment Plant and <br /> implementing the Pretreatment Program for the control of all non-domestic <br /> wastewaters. This Agreement will set forth the terms and conditions <br /> necessary for the City in cooperation with the County to control the non- <br /> domestic and domestic wastewater from the County and enforce the <br /> Pretreatment Program as required by 40 CFR Section 403 of the Federal <br /> Regulations. <br /> <br /> The City and the County shall specify by letter their respective staff <br /> members who shall be responsible for carrying out the duties and functions <br /> herein stated. <br /> <br /> <br />
