I

~-~ Cabarrus County
'~ Parks and Recreation Department
~) P.O. Box 707 Concord, N.C. 28026~0707 Phone 70,t-785-6150

Sieve L. Little - Director

January 12, 1988

To: Mr. Charles McGinnis
County Manager

From: Mr~ Steve L. Little, Director
Cabarros County Parks and Recreation Department

Subject: Park and Playgroond Equipment Bids

This letter is in reference to the Playground Eqoipment Formal bids
for the FY 1987-88. Formal Advertisement was published for this bid on
December 6, 1987 in The Concord Tribune. ~*elve bid packages were mailed
to playground and park equipment vendors. I have enclosed a list of these
vendors.

On January 6, 1988, at 10:00 A.M. five bids were received and opened
publicly. The following page provides a summary of these bids. The bid
specifications were divided into three projects: (1) Coltrane Webb Elementary
School Playground Project, (2) Beverly Rills Elementary School Project,
and (3) Frank Liske Park Playground Project. The Beverly Hills School
and Coltrane Webb Scbool Playgroond .Improvements are incentive matching
grant projects based on a~ Least 50% matching funds from community
organizations. The Parent Teacher Organization or P.T.O. at these respective
schools have provided matching funds toward these projects.

As noted in the Bid Sommary, Cunningbam Associates, Inc. of Charlotte
provided the low bid at $19,550.00. However, Cunningham's bid failed to
provide acceptable specifications for two items in Bid Unit #3. First,
Cunningbam's bid contains a Slash-Proof Swing Be[ts ($80.00 Items) instead
of specified Everglide Handicapped Swing ($800.00 to $900.00 Items).
Secondly, Cunningham's Bid also contains Spring Toys witbout Special Braces
for the handicapped. All four companies experienced problems in meeting
the handicapped specifications in Bid Unit #3. Thus, I would suggest that
Cabarrus Connty elimioate 8id Unit #3 from the bid proposal.
