Box 1149
Concord, NC 28026-1149

RE: Solid Waste llauling Request

Dear Dr. Pilkington:

Thank you for your time a few days ago in discussing our hauling problem
in Cabarrus County.

After talking with Mr. Charles McGinnis, your County Manager, he suggested
I write you and make the following request for you to forward to him for
the Commissioners' consideration at their February 1, 1988 meeting,

In as much as Waste Management acquired ARS in Rowan County, now called
Waste Management of Rowan and not being informed by them of any type
franchaise arrangement in Cabarrus County to allow ns a chance to place
a bid for a portion of your County house-to-house pickup, we would
request the following as per your ordinance dated January 1, 1988. Section X,
Paragraph One, Second Sentence, "In addition, the County Commissioners may
grant on a case-by-case basis, non-exclusive franchaises for the collection
of solid waste from commercial, industrial and business establishments
throughout the County."

Please allow us to continue to service the few commercial and industrial
customers we now have under service agreement contracts for the term of
the ordinance or at least until the end of attached such service agreeme~ts.
You will note service agreement is a continuing agreement from year-to-year
or in the case of a few, a 3-year agreement that expires in December, 1990.

Any future ordinances, we fully intend to place our company in the running
for a parc of your house-to-house service.

Thank you very much for your consideration.

Sincerely,

Davidson Commercial Disposal, Inc.
Waste Management of The Carolinas

~/pj

Enclosures
