8 <br /> <br /> The project is locater within the Metropolitan-Charlotte <br /> Interstate Air Quality Control Region. The ambient air <br /> quality for carbon monoxide in Cabarrus County has been <br /> determined to be in compliance with the National Ambient Air <br /> 'Quality S~andards. Since ~/~is project is located in an area <br /> where the State Implementation Pla~ (SIP) does not Contain <br /> any transportation control measures, the conformity procedures <br /> of 23 CFR 770 do not apply. <br /> <br /> During c~nstruction of the proposed project, all materials <br /> resulting from clearing and grubbing, demolition or other <br /> operations will be removed from the project, burned or <br /> otherwise disposed of by the Contractor. Any burning done <br /> will be in accordance with applicable local laws and ordinances <br /> and regulations of the North Carolina State Implementation <br /> Plan for Air Quality in compliance with 15 NCAC I.D. 0520. <br /> Care will be taken to insure burning will be done at the <br /> greatest distance practicable from dwellings and not when <br /> atmospheric conditions are such as to create a hazard to the <br /> public. Burning will be performed under constant surveillance.. <br /> <br /> The replacement of the subject structure is not expected <br /> to result in a significant'increase in traffic noise. No <br /> change in traffic patterns.or substantial increase in traffic <br /> volumes will occur as a result of the project. Therefore <br /> the project is not expected to have a significant impact on <br /> existing and future land uses. Furthermore, no substantial <br /> adverse construction noise impacts can be identified. Due <br /> to the limited impaqt of the project ahd since the project <br /> has been designated a categorical exclusion, this evaluation <br /> completes the noise assessment requirements of FPIPM 7-7-3 <br />· and no additional traffic noise reports are required for <br /> this project. <br /> <br /> The most significant adverse impact is the acquisition <br /> of two homes and an ambulance service. The relocations will <br /> be accomplished in accordance with current policies, guidelines, <br /> and laws. These measures will be adequate to insure, safe, <br /> decent, and sanitary replacement housing. <br /> <br /> There are no properties of historic or cultural signifi- <br />cance to be affected by the project. No properties eligible <br />for inclusion in the National Register of Historic Places <br />are affected. The structure itself is not historically <br />.significant. Therefore, the project will not conflict with <br />historic or cultural resources. <br /> <br /> The State Historic Preservation Officer will be given <br /> an opportunity to review the project and determine whether <br /> 'an archaeological su~-vey will be required. If necessary, <br /> the survey will be undertaken prio~ to construction. <br /> <br /> <br />
