8 The project is locater within the Metropolitan-Charlotte Interstate Air Quality Control Region. The ambient air quality for carbon monoxide in Cabarrus County has been determined to be in compliance with the National Ambient Air 'Quality S~andards. Since ~/~is project is located in an area where the State Implementation Pla~ (SIP) does not Contain any transportation control measures, the conformity procedures of 23 CFR 770 do not apply. During c~nstruction of the proposed project, all materials resulting from clearing and grubbing, demolition or other operations will be removed from the project, burned or otherwise disposed of by the Contractor. Any burning done will be in accordance with applicable local laws and ordinances and regulations of the North Carolina State Implementation Plan for Air Quality in compliance with 15 NCAC I.D. 0520. Care will be taken to insure burning will be done at the greatest distance practicable from dwellings and not when atmospheric conditions are such as to create a hazard to the public. Burning will be performed under constant surveillance.. The replacement of the subject structure is not expected to result in a significant'increase in traffic noise. No change in traffic patterns.or substantial increase in traffic volumes will occur as a result of the project. Therefore the project is not expected to have a significant impact on existing and future land uses. Furthermore, no substantial adverse construction noise impacts can be identified. Due to the limited impaqt of the project ahd since the project has been designated a categorical exclusion, this evaluation completes the noise assessment requirements of FPIPM 7-7-3 · and no additional traffic noise reports are required for this project. The most significant adverse impact is the acquisition of two homes and an ambulance service. The relocations will be accomplished in accordance with current policies, guidelines, and laws. These measures will be adequate to insure, safe, decent, and sanitary replacement housing. There are no properties of historic or cultural signifi- cance to be affected by the project. No properties eligible for inclusion in the National Register of Historic Places are affected. The structure itself is not historically .significant. Therefore, the project will not conflict with historic or cultural resources. The State Historic Preservation Officer will be given an opportunity to review the project and determine whether 'an archaeological su~-vey will be required. If necessary, the survey will be undertaken prio~ to construction.
