Provision of five lanes is warranted on the basis of <br /> projected traffic volumes and anticipated area development. <br /> <br />E. Supplementary Improvements <br /> <br /> The improvements recommended in this document will <br /> adequately accommodate future traffic desires through most <br /> of the interchange area. However, other deficiencies will <br /> continue to exist within the interchange. As a result, part <br /> of the interchange will provide high type design standards~ <br /> while the remainder will provide low type design standards. <br /> <br /> In order to achieve uniform design standards, supplemen- <br /> tary improvements ara recommended as follows (see Figure 7): <br /> <br />1. Acceleration and deceleration lanes on NC 49. <br /> <br />2. Full control of access in the northeast and southeast <br /> quadrants of the interchange. <br /> <br /> The acceleration and deceleration lanes are needed to <br /> facilitate movements between NC 49 and the existing ramps.' <br /> Control of access is desirable tD prohibit entrances (existing <br /> and future) onto the existing ramps. <br /> <br /> Thc estimate~ cost of supplementary improvements is <br /> $200,000, including $130,000 for right-of-way acquisition. <br /> These improvements are not eligible for funding under the <br /> Special'Bridge Replacement Program. <br /> <br /> VI. Environmental Effects <br /> <br /> The project is expected to have an overall positive <br />· impact. Replacement of an inadequate bridge will result in <br /> safer traffic operations. <br /> <br /> The project is considered to be a Federal "categorical <br /> exclusion" due to its limited scope and insignificant environ- <br /> ental consequences. <br /> <br /> The bridge replacement will not have a significant <br /> adverse effect on the quality of the human or natural environ- <br /> ment with the use of current NCDOT standards and specifications. <br /> <br /> The proposed bridge replacement will have no adverse <br /> effect on the ambient air quality in Cabarr~s County. Since <br /> the anticipated traffic volumes is less than 2000 vehicles <br /> per hour within a period of ten years after completion of <br /> construction the project will be compatible with the North <br /> Carolina Plan for Implementing National Ambient Air Quality <br /> Standards. <br /> <br /> <br />
