David Franklin
February B, 19BB
Page [wo

DI£M has a ~ater supply protection program that can provide
further protection from point and nonpoint pollution sources.
This cooperative program between local jurisdications I~ithin a
particular water supply watershed and the State is a more
advantageous approach to protection than relying solely on water
treatment, since water quality standards have been established
for only a small fraction of the possible pollutants in
existence. Therefore~ DEM strongly urges Concord and Cabarrus
County to formally request that Coddle Creek upstream of the
proposed dam site be reclassified to WS-I. By taking this first
step the local jurisdictions within the Coddle Creek Watershed
will become involved in a program that should help to lower the
water pollution risk to the new reservoir.

Sincerely,

Steve l'edder~ Acting Chief
Water Quality Section

Sl:BH/kls
9ranklin~ltr
vol.8
